Gerontoobrazovanie: Institutional Analysis

Article is devoted to the research of old men's education in the modern society. The authors considers education of the senior generation as social institute. In the article specific signs of education of old men come to light, its social functions are defined, process of its formation and development is described. The authors prove that the elderly education in its current state has all the main features of a social institution. Being a non-main institution in the structure of the fundamental educational institution, the elderly education ensures the interaction of social groups and communities, organized in a certain way to achieve the goals and objectives of training, education, personal development, socialization and vocational training in old age. Noting the immaturity of the institution of the elderly education, the authors suggest that in the foreseeable future it will be transformed into one of the tools of social regulation, an effective mechanism for solving social problems caused by changes in the age structure of the population and the associated social and economic consequences.

Investment Aspects of Ensuring Socio-Economic Security of Russia

In the process of globalization, high and steady growth of economic indicators contributes to the development of economic security. Therefore, the main objective of the work is to analyze the investment aspects of ensuring the socio-economic security of Russia. The article discusses the concept of investment security, summarizes the main factors affecting it. The main indicators of the investment activities of the Russian Federation are analyzed, and the level of investment security is assessed, and recommendations are given on how to increase the level of investment security of the country in modern conditions with the aim of increasing the socio-economic security of the country. It was determined that the quality of life of the population depends on social, cultural, economic conditions. It has been established that the interaction of government and business, which pursue different goals, leads to a number of institutional problems.

Structural Development of Technical Higher Education Institution in the Market of Regional Educational Services

As part of the study, a structural management model was developed for how competitiveness is understood as part of the development of a technical university. The article shows that the main task in the implementation of the university's technical development strategy is to increase its attractiveness through a clear marketing position on communication with the employer, as well as that the graduate will generally expect a certain level of wages. This will ensure a systematic approach and the comprehensive development of the activities of universities, and the effectiveness of competitiveness management. Further research should focus on specifying the structure of the model for managing the competitiveness of a technical higher education institution in the regional educational services market, because each such university is a monopolist in the market in its field.

Methodology for Evaluation of the Synergistic Effectiveness of Social Projects

The article is devoted to the problem of evaluating the effectiveness of social projects as enablers of corporate social responsibility metallurgical corporations subject to the use of the synergetic approach to management. Author examines the concept of corporate social responsibility, nature and place of the social project in the system of corporate social responsibility, defines the basis of synergetic approach in project management and proves the priority of use of the synergetic approach to control social responsibility metallurgical corporations. Described a mathematical model to assess the efficiency of synergy effects from the implementation of social projects, the essence of which is to build a hierarchical structure of performance indicators. The author proposes to distinguish qualitative and quantitative effects of the implementation of social projects that may directly or indirectly influence the stakeholders of the Corporation. On the basis of a synthesis of direct and indirect effects a synergistic effect is created more productive and resource-efficient. Corporations will be able to spend fewer resources on the social organization of project activities. The mathematical model consists of a set of interrelated mathematical equations and conditions, interpretation schemes and keys for easy application of the model in the activities of the metallurgical corporations. The practical significance of the developed model is to improve the effectiveness of corporate social responsibility management metallurgical corporations by optimizing predictive activity - potential evaluation of projects and feasibility of their implementation.

Professional Self-Determination of New Working-Class Youth

The relevance of the task of training laboring force during the transition to a digital economy is determined by the need to match new educational models with the demand of labor markets and education actors. The unpopularity of secondary vocational education and dissatisfaction of Russian companies with the amount and quality of personnel training exacerbates the regional labor markets problems. The purpose of the research is to identify the relationship between the system of secondary vocational education modernization and professional self-determination of laboring youth. The research is based on theoretical and empirical methods. The empirical part of the project has been embodied in cities and rural areas of the Ural Federal District in 2018. The study included both quantitative and qualitative methods: a mass survey based on a representative sample, an expert survey, a biographical interview. The results of the study have shown that a dual model should become the dominant of the three main models of personnel training developed in the twentieth century. The following fundamental principles of the dual education system are especially important for the reforming Russian system of vocational education: unconditional and consistent support by the government and business of the legal framework for vocational education; joint public and private funding; joint curriculum development; the continuity of learning with the workflow; monitoring educational market and labor market needs.

National Economy Structures Transformation: State Reindustrialiration and Human Resource Development

Global economic development tendencies have led to the fact that the USA is losing the leadership and is striving for saving the global hegemony be means of the world hybrid war and the sanctions politics. The most affected victims of these processes will be the countries with the weak economy dependent on the global market. Russia is very technologically dependent country. The solution is the technological breakthrough - dewesternization in politics and economics, setting the goal of reindustrialization. We should choose the industrial branches where Russia holds the leadership or possesses a significant potential and make those branches the locomotives of the territories. The main problem here is personnel. Setting the goal of reindustrialization will give the opportunity to correct the proportions of specialists trained, adjust the education system and the research areas.

Study of the Conflict in Foreign Sociology

This article is devoted to one of the most urgent problems of our time - the conflict. At present many definitions and classifications of the conflict have been proposed. The main theories of conflict make it possible to explain social life in society, the main causes and functions of conflicts, and offer ideas for conflict-free interaction between different structures of society. The purpose of the research is to analyze the main theories of conflict in foreign sociology. The methodological basis of the study is the work of domestic and foreign authors who view the conflict as a phenomenon that manifests itself in social interaction. During the research process, general scientific methods were used - analysis, synthesis, comparison and generalization. Conflicts have always existed for centuries and millennia and have been the subject of research by thinkers of antiquity and the Middle Ages. Foreign sociologists consider conflict as a social life that develops according to the laws of nature, as a conflict-free interaction between different structures of society, as the main force for the development of society, as a social phenomenon that is inherent in man, which cannot be avoided, but can be controlled. Conflicts find their manifestation in various areas of human interaction. Therefore, depending on the type of conflict, various technologies for preventing, diagnosing and resolving conflicts exist and are being developed. Conflicts are necessary because they are the driving force of social change, but they should not escalate into civil war.

Study of the Conflict in Foreign Sociology

The article deals with the problems of the quality of modern education and the possibility of its measurement by the method of sabotage analysis. Sabotage analysis is considered as a method of forecasting, with which it is possible to identify all the weaknesses of the organization. The application of this method to study the problems of the education process is substantiated. The problems of the Ural Institute of management, a branch of the Russian Academy of national economy and public service, are analyzed using a subversive approach. Various variants of "sabotage" that may arise in this educational institution were proposed. The shortcomings of the education process in the context of its three constituent elements: students, teachers and management (organization) of the educational process. The author investigates the severity of these shortcomings in the formation of the Ural Institute of management - a branch of the Russian Academy of national economy and public administration, as well as in specific disciplines. Recommendations for further work with the obtained results are given.

The Parents Trust to the System of Higher Education

In the article the results of empirical research of the trust of parents of students of the Ural Federal district to the system of higher education. The level of trust of parents is analyzed through the prism of institutional and inter-community trust. Institutional trust is interpreted as an attitude based on stable expectations of the attitude to the Institute of higher education in general, its structures, organizations, norms and ideology on the part of those who are already included in it. Inter-community trust is understood as the social interaction of educational communities in universities, aimed at achieving mutually expected results in all areas of joint activities. The hypothesis of the influence of socio-demographic characteristics of parents, their awareness of the system of Russian higher education and satisfaction with various aspects of education of children-students on the trust in the system of higher education is tested. Conclusions: 1) the low level of parental trust in the educational policy of the Russian Federation in relation to higher education, which is partly offset by the trust in universities and university professors; 2) that the key factor influencing the trust to the elements of the higher education system is the satisfaction of parents with various aspects of education of their children-students.

Identification of the Problems of Gender Equality in the Republic of Kazakhstan

The article considers the attitude to the problems of gender equality in the Republic of Kazakhstan by the state, citizens, and civil society institutions. The results of the implementation in Kazakhstan of the Strategy for Gender Equality for the period 2006 - 2016 are considered. The authors presented in the article the results of a sociological study on the problems of gender equality. According to the sociological survey, the situation in Kazakhstan regarding real gender equality has changed for the better. State participation in ensuring real gender equality is evaluated positively. The analysis of the results of the sociological study allowed us to identify still existing problems of gender equality in the country and suggest possible ways to solve them. It is of scientific and practical interest to identify problems and possible solutions to problems of gender equality in Kazakhstan, which can be used in other countries.
