THE GENESIS OF THE TYPOLOGICAL APPROACH
IN SOCIOLOGY, SOCIAL SCIENCES AND HUMANITIES
The article deals with the genesis of the typological approach in sociology, Social Sciences and Humanities, among them we consider philosophy, culturology, psychology. The article shows that the typology and typological approach are applied in one way or another by all sciences throughout its development. The division of aggregates of phenomena or elements into groups or types is a definite method of scientific cognition. The typology as a methodological procedure can be applied to any range of phenomena and processes, types of society, cognitions or individuals. We prove that the typology performs similar functions in all the sciences in which it is applied that emphasizes its universality and interdisciplinary. In conclusion we detail the theoretical and practical functions of the typology.

SOCIAL POTENTIAL OF THE ORGANIZATION:
The issues of the social potential of the organization now come to the fore and become fundamental for any organization. Any changes that occur in the organization cannot ignore its staff. Employees are the main resource of the organization, they contribute to its all-round development in modern conditions. In the article we analyze the factors determining the state of the social potential of the organization. Also we present the conceptual scheme of human development management. We conclude that the development of the social potential of the organization leads to the effective company operation as a whole and its adaptation to changes.

USAGE OF METHODS OF SOCIO-CULTURAL ANTHROPOLOGY TO IMPROVE THE EFFICIENCY OF SOCIAL MANAGEMENT
The researches in the field of sociology of spiritual life and culture describe the processes of actual sociology of management and the state of social transformations in the world. These studies are conducted from the standpoint of modern socio-cultural anthropology, substantiation of its leading function as an effective method of research and impact on the processes of social transformations. Transformations of society take the form of avalanche changes, in the center of which there are ethnocentric processes and relationships between social strata, small groups, and subcultures. The methods of social impact, the traditional forms of social management that are in place need to be updated promptly, and socio-cultural anthropology has integral ways of regulating social interactions based on inter-ethnic communications.

THE INTEGRAL INDICATOR OF EFFICIENCY OF THE REGIONAL POWER: THE REPUTATIONAL APPROACH
Priorities of modern public administration reform include the creation of an assessment system for the activities of the authorities at various levels of the government to increase their efficiency. The article proposes the reputational approach to assessing the efficiency of the regional power, in which reputation acts as a kind of resultant criterion of social efficiency of its activities. We suggest correlating objective and subjective indicators and based on data working out the assessment system for the activities of the regional power. Its action on the example of one of indicators, a so-called an integrated indicator is presented. In the article we carry out the assessment of the integrated indicator of efficiency of the regional power a case study of the executive power of Smolensk region.

MODELS OF THE POLITICAL ACTOR DISCREDITATION BY MEDIA: SOCIOLOGICAL DIMENSION
The article provides a sociological substantiation of models of the political actor discreditation by media. The research was based on the political scandals, that took place in Orenburg region regarding the Minister of Physical Culture, Sport and Tourism O. Pivunov and the Minister of Forestry and Hunting V. Tonkikh. A set of methods is used: content analysis and discourse analysis of information materials of federal and regional TV channels, federal and regional news agencies, comments of users of social networks, as well as online polls in social online network. Based on the results of the study, we define two models of the political actor discreditation: direct and indirect. It is concluded, that the facts of the political actors discreditation constitute a stereotype about Russian officials, reinforcing the decline of the image of
a civil servant. We predict an exacerbation of the problem of trust in the institution of power both at the regional and federal levels.

THE CULTURE OF TOLERANCE IN THE EDUCATIONAL ENVIRONMENT
The article analyzes the main aspects of the study of the problem of tolerance, discloses the content of the main structural components in the analyzed concept.
We have conducted a sociological study by the method of a questionnaire survey of students of Industrial University of Tyumen at the age of 18 to 21 years to reveal the problem of interethnic
communication, multiculturalism of educational space, and to determine the indicators
of the general culture of tolerance of youth. In the article we consider the need for the
formation of tolerance as a quality. It is an indicator of the social maturity of the
individual and the general culture of people, and also an important element of the social system of education that meets the needs of modern society.

Ways of improving the education and science management system in Russian institutions of higher education are relevant today because of the existing problems in the system of higher education and science in Russia, a radical reorganization of the management of this system at the federal level. The article deals with the proposals that cannot be implemented in a particular region or university, they require management actions on the part of the state.
The recommendations relate to changes in the requirements for scientific and pedagogical workers, their support, and measures to eliminate motivational deformations that have arisen in higher education.

INNOVATIVE CLUSTER OF MODERN UNIVERSITIES
The article considers current conditions for the existence and development of innovative activities in Russian universities. We identify and analyze the main aspects of the influence of the external and internal environment of universities on the formation of an innovative cluster. Also we establish the influence of the intellectual, scientific and technical, and economic fields around institutions of higher education on the university management system and the activity aimed at bringing innovations to the market. The results of this research can be used to further study the innovation activities of modern universities in Russia, as well as to produce proactive mechanisms in the system of creating development and promoting innovations to the market.

GROUP PROJECT EDUCATION AS THE TECHNOLOGY
OF SPECIALISTS TRAINING IN OIL AND GAS
Nowadays professional personnel shortage and insufficient qualification of university graduates become a holding back factor for the economy. The 6th technological structure faced by the West will not appear in Russia due to obsolete organizational forms. While modernizing the forms of education, the universities should take into account global international trends. Oil and gas industry faces the reservoirs with hard extracted resources including arctic offshore areas that results in the growing demand for skilled specialists in control and automation of technological processes of oil and gas drilling, production and treating. These specialists should obtain new competences in oil reservoir (as a complex system) parameters control. The training of competitive specialists is possible due to master program based on group project education. Development and realization of such program is actual task, its graduates are demanded by industry.
